C. 31 including Chief Justice of India

D. 25 excluding Chief Justice of India

Solution:

President Ram Nath Kovind gave his assent to the Supreme Court (Number of Judges) Amendment Bill. 2019 which seeks to increase the number of judges in Supreme Court to 34, including Chief Justice of India. The sanctioned strength of the apex court before passage and approval of the bill was 31 including Chief Justice of India (with no vacancy). The move to increase the number of judges came against the backdrop of pendency of cases (approx. 60,000) in the Supreme Court.

The Supreme Court Judges are appointed by the President on the recommendations of a collegium which consists of four senior-most judges of the Supreme Court.
