Explanation :

India Justice Report 2019 ranked Indian states on the basis of four pillars of justice- police, prisons, legal aid and judiciary in each state.

The report divided the states into two groups- the large-medium states with population equal to or less than one crore and small states and UTs with population less than one crore.

Maharashtra has topped the list among large-medium states while Goa has topped among the smaller states. Kerala, Tamil Nadu and Punjab stood at 2nd, 3rd and 4th place respectively.

While Maharashtra is ranked at top overall, it is ranked second in prison (after Kerala), fourth in police and the judiciary, and fifth in legal aid.

Uttar Pradesh (18), Bihar (17), and Jharkhand (16) are the bottom three states and worst performers in India justice Report, 2019. The report was prepared by civil society experts from the Centre for Social Justice (CSJ), Common Cause and Commonwealth Human Rights Initiative (CHRI), etc. It has been released by Tata Trusts.
