Let the number be 100
The number is first decreased by 30%
The number becomes = 100 - 30 * 100/100 = 70
The number is increased by 30%.
The number becomes = 70 + 30% of 70
⇒ 70 + 30 * 70/100 = 91
Overall decrease = 100 – 91
⇒ 9
Overall Percentage decrease = (100-9) * 100/100
⇒ 9% decrease
