I. If offices were not opened, the COVID cases would be nill.

Explanation :

As it is clearly stated that opening of office spaces has only increased the number of COVID cases and even without office openings there will be cases present. So, conclusion I do not follow.

As the economic crisis is not a good thing for society, closing offices would not be for the betterment of offices. So, Conclusion II do not follow.
